Jim Wrathall has over two decades of experience with AmLaw 20 law firms, including 11 years as a partner at a major Washington, D.C. firm. He served as Majority Senior Counsel for the U.S. Senate Environment and Public Works Committee from 2007 - 2011, responsible for clean energy and climate legislation and policy. At Sullivan & Worcester, Jim has represented parties across a full range of energy finance matters, including clients in solar, wind, combined heat and power, hybrid solutions, and other distributed energy transactions. Jim's work includes strategic and structuring advice; transactional due diligence; and negotiation, drafting and execution of project finance documents, credit agreements, and security documents. He represents developers, sponsors, and financing parties in project finance transactions and corporate power purchase agreements. Jim also is representing the Coalition of On-Site Renewable Energy Users (CORE), an ad-hoc group of New York on-site renewable energy developers and users, in proceedings before the New York Public Service Commission related to New York’s Reforming the Energy Vision (REV) and Clean Energy Standards (CES) initiatives, including with respect to on-site generation and energy storage regulatory and compensation issues. He is a frequent author and speaker, and is the primary editor of Sullivan & Worcester's EDGE Advisory Energy Finance Report.
